Now the Japanese government tells: We need National Emergency Law in order to tackle with "the threat of North Korea". But their contention is fundamentally wrong. It is US-Japan imperialism's invasion politics that has brought military "crisis" in the North-East Asia. US and Japan have campaigned huge forces including nuclear armament (North Korean GNP and force is nothing comparing with this) in this region. And now, they are about to attack North Korea as they did on Iraq.

In this article, we want to show how unreasonable and ignorant to the historical context the government and media's rhetoric is.

Just after Japan's prime minister Koizumi's visit to North Korea and Pyongyang Declaration last September, US exposed "the nuclear development problem by North Korea", and stopped the supply of heavy oil which was set on the US-North Korea framework agreement, and put the military tense harder. US showed their intention that denies "Japan's unique diplomacy apart from US" and that topples North Korean regime just under US hegemony.


....[US DECLARE PRE-EMPTIVE NUCLEAR ATTACK]

Bush has officially declared the military toppling of China's Stalinist regime (Bush Doctrine on September 2002), and admitted that they would pre-emptively attack North Korea after Iraq. This is not just a threat by some right wing people but is the official statement of Bush administration. In the NPR, review of nuclear armament system in 2002, they named North Korea together with Iraq and Iran as targets of pre-emptive attack including nuclear attack.

As a counter politics, North Korean regime declared on last December to restart nuclear facility which had been frozen under the Framework Agreement. They also declared this January their withdrawal from NPT, Nuclear non-proliferation treaty and restarted to use "nuclear card". This is their passive reaction against the military (including nuclear attack) threatening by US. The pressure is so huge to the tiny North Korean state.

After anti-war and anti-US movement erupted in South Korea, nuclear armament arrayed in South Korea is supposed to be removed by 1991. US still have, though, 10,000 strong nuclear warheads and their conveyance, various nuclear forces like strategic nuclear submarines, intercontinental ballistic missiles and cruise missiles in the surrounding sea area. It is also an open secret that US has nuclear armament in its bases in Okinawa and Japan's main land.

Team Spirit, the US-South Korea's military campaign kicked off in June 1976, is the campaign preparing to make assaults upon North Korea by hundreds thousands of US troops. This campaign also has supposed the nuclear usage, and now renamed as FE (Fall Eagle) joined by Japan's army, what they call Self Defence Force. The campaign has been done in Japan's main land, Okinawa, and East Sea (what Japanese government calls Japan Sea) at the same time.

As Japanese government has tried to enact Emergency Law, they announced on February and March and said: North Korea launched surface-to-surface missiles to Japan Sea. The media also took up this. But there were many things that they did not talk about:
- US-South Korea had large-scaled FE campaign led by nuclear carrier Carl Vinson on March,
- and had assault landing drill at Pohang, South Korean port city located at East Sea side.
- Storming parties in Sasebo and Marine in Okinawa also joined this campaign.
- Twelve B52, strategic bombers have been deployed in Guam.
- F15, Eagle fighters have been added in Kwangju, South Korea.

Theses are horrible military provocations. The hypocenter of this crisis is not North Korea but United States of America.


....[STANDPOINT TO TALK ABOUT "NORTH KOREAN PROBLEM"]

US and Japan are the criminals who invaded Korea and divided it into two along with the 38th parallel. All arguments about what's called abduction problem and "threat of North Korea", though, have ignored these historical facts intentionally.

Japan colonized Korean peninsula from 1910(1905) to 1945. After Japan's defeat, what came was US military occupation of South part of Korea. Japanese government and ex-colonial government gave a full support to US. US-Japan war was not Freedom vs. Militarism war, but was the inter-imperialism war to control Asia.

After the Japan's defeat on the 15 August 1945, people in Korea organized people's committee for autonomy in just several weeks all over the peninsula. US occupation army suppressed this with its force. With the support of Japan's ex-colonial government, US occupied South Korea using the ex-colonial system of army, police, bureaucracy, and pro-occupation materials. Later, South Korea started to suffer by long military dictatorship supported by US forces.

Again we must say, it was US and Japan that crushed people's self-emancipation. They crushed united Korea and divided it into two along with the 38th parallel of latitude. (The betrayal of Stalinists supported it). They squeezed people's energy for emancipation by military force. They forced Korean people to obey to the new colonial control.


....[KOREAN WAR]

The Korean War which started in 1950 was destructive. More than 4 million, including 2 million civilians, were killed in all over the peninsula. The cease-fire agreement was made between North Korea and US-South Korea coalition in July 1953, but there has been no peace agreement until today. Basically, it has been de facto state of war.

Since then, US and Japan have given strong supports to South Korean military dictator regime, have not recognized North Korean regime, have strengthened the South-North division, and kept threatening to topple North Korea with incomparable military force (US-Japan alliance including nuclear armament).

It is fatally wrong to argue about North Korea problem as abduction and nuclear development problem without knowledge and standpoint to see this historical context. US-Japan's ruling class have no right at all to talk about "North Korea's criminality".


....[PEOPLE'S STANDPOINT ABOUT "ABDUCTION PROBLEM"]

From the standpoint of self-emancipation fighting by working class people, abduction incident is the wrong and anti-people military action by North Korean Stalinists regime. It also is the aggression to the fighting of North-South Korean people for defeating division and for revolutionary unification. It is incompatible with working class people's class justice and self-emancipation. Eight (supposedly) abducted Japanese youngsters' death is by no means justifiable.

But we have to remember that this has happened in the process of Korean War - North-South division control by US-Japan - and continual "state of war". This is not at all like "infant and violent man's dangerous state criminal" (said by TAKAGI Nobuko, Mainichi newspaper on 22 September 2002), nor "Grotesque dictating state" (said by ISHIHARA Shintaro, present Tokyo governor, Sankei newspaper on 4 May). Their recognition and statement lack historical context and are fundamentally wrong.

The problem of North Korean regime and North-South unification should be solved by Korean people themselves. US and Japan's ruling class say that they want to democratize and liberate North Korea, but they are the obstacle to solve this problem. Their logic is 180 degrees reverse. What they do is not "a treat to the threat" but one-sided attack and aggressive war.

It is criminal to report about abduction problem without viewpoint of these history and reality. It can just help to spread xenophobic sentiment against Korean people, and support US-Japan invasion on North Korea (even if reporters do not intend to do so).

All the working class people! Fight against the flood of chauvinism against Korean people. We can solve the abduction problem just when we fight against US-Japan's invasion on Korea in solidarity with Korean people in North-South Korea and Korean people in Japan.
Now, South Korean workers, students and people strongly fight against US bases in Korea. We have to fight together with them and destroy Japan's Emergency legislation which is preparing the second Korean War.

Secretary General of Sanrizuka-Shibayama Anti-airport Alliance

The National Emergency Act which was enacted in June this year has completely changed Japan's society. Now, US army can legally shift the Narita airport into military base whenever they want. This is the very crisis we've kept warning.

I served at the aggressive war as a soldier when World War II started. After that, I made my mind that the cruel war should not be repeated again, never! Ever! That resolution of mine has driven me to fight against airport and state's violence 38 years so far. I can't let them use Narita airport for military usage.

In Iraq, people fight the resistance. US army can't take hegemony there. Iraq war is becoming the Vietnam War Mark II. But George W Bush said "Next one is North Korea" and started to prepare war. That's why they need to mobilize Narita airport for military purpose.

We can feel our responsibility on our shoulder. As long as we are here, we never let them use it as military base.

Airport Public Corporation is now strengthen their pressure on us, and tries to "exterminate" us from the surrounding are of the airport. The biggest and heaviest attack is north extension of temporal runway. Jumbo jet cannot fly now, and cannot even fly with this north extension. Their intention is crystal clear. The extension construction is naked threat to us.

"It is our responsibility to finish 2500 meter runway, at least until the year 2007, the time of listing the company's stock." Masahiko KURONO, the president of Airport Public Corporation said and threatened us in this May. "It will take 3 years to finish north extension construction and we have to start it this autumn."

Just 2 months ago, the government has enacted the law to privatize the Narita airport on April next year, but that should be tougher than they think. They want "huge revenue with skyrocketing stock share price", but it won't go that easy when they have unbeaten opposition movement. Besides, once the airport is privatized, the extension of runway is impossible, and even they know it.

It was also critical that they have had a series of big accidents from the end of last year to this year. It is inevitable to have much worse fatal accident. The media started to report that it can be defected runway. Our opinion': "The temporal runway should be closed!" started to be accepted with confident.

The Sanrizuka farmers have chosen to live exposed by the murderous noise of airport, but to keep accusing the state's crime by their own lives and existence. It is their spirit that is hunting the government and Airport Public Corporation down. And that is the very reason the government started to destroy the opposition movement with "north extension of temporal runway".

The Sanrizuka struggle has entered the new phase of battle now. We will fight as long as we live. This is an act with our pride as human being.

On March, this year, we invited Miss Ling from the A.N.S.W.E.R., U.S. anti-war movement. I was impressed by her word: "Our enemy is not in Baghdad, but in Washington"

Even in the United States, which looks as if invincible, workers and people started to rebel like her. In the first part of this year, 20 millions of workers and citizens stood up world wide. I've sensed the change of stream, change of the era. This must be the great period that anti-war movement expand globally. I want solid solidarity with the people in the world.

When you look up word "rhetoric" with dictionary, it will give you definition: "using language in speech in a special way that influences people". At the discussion in Japan's Diet, in order to enact National Emergency Related 3 Laws, the ruling parties repeatedly used a logic and said: "What would you do, if we are under attack?", "Even if robbers intrude your house and the lives of your family are in danger, wouldn't you self-defend?" This is typical rhetoric. Quite simple.

But the problem is that no one in the Diet, Japan's supreme organ to make decision, could not effectively oppose to this. Governing parties insisted to say: "Japan needs to prepare new war. We need to hold guns, and law to allow us to shoot robbers." Japan's Democrats, the biggest opposition party voted for the bills.

Here, let me introduce you a line in a film. "Heh? If you can gain peace with the usage of gun, USA should be the safest country in the world. But in reality, USA is not peace at all." The director of this movie, who accused American gun society, spoke out at the ceremony of Academy award in the midst of Iraq war and said: "Shame on you, Bush!"

Organization of Al Quaida sent messages to papers and magazine in Arab world and declared that if Japan sends its troops to Iraq, they will attack a heart of Tokyo in retaliation. A TV news reporter gave comment and said: "It is uncertain. We should not believe this kind of bluff." S/he completely misunderstood.

What matters is not declaration's "certainty", but the fact that Japan has supported US-UK's aggressive war and occupation on Iraq. This very fact is driving Iraqi, Arab and Muslim people angry.

It is wrong to argue "if we are attacked". Japan has already been on the side of attackers and has no right to blame others when they are actually attacked. Even capitalists and investors know this reality, and the stock market in Tokyo fell sharply after Koizumi, prime minister of Japan addressed his intention to dispatch Japan's troop to Iraq. Now is the time to down Japan imperialism!

Private airplanes and airports are to requisition
Japan to support massive transportation by US armies

....MOBILIZATION OF AIRPLANES IS THE MAJOR PREMISE OF "WAGING WAR ON KOREA"

After the enactment of National Emergency Law, Japan government has not concealed their intention to use private airlines and Narita airport for military usage. The next goal of the government is enactment of "Citizen Protection Bill" at the regular Diet next year, and they decided to define private airlines like JAS and ANA as "designated public institutions" with it. The Airport facilities of the New Tokyo International Airport (Narita) are also included. Al last, they openly admitted their intention to use Narita airport for war. Stop Japan's entry to war! Stop militarization of Narita airport! We need to organize workers and people in and out of the airport.

....FOCUS OF SUPPORTING US ARMY

The name of this bill is "Citizen Protection Bill", but it is not for "protection of citizen" at all. On the other hand, it is for citizen control and mobilization for war. It gives green light to the central and regional government to conscript citizen and requisition private institutions and materials.

When they mobilize airplanes by its force, they need to confiscate the authority of chief pilot which is provided by the present Aviation Act. And which is the real meaning of "Designated Public Institutions".

* Citizen Protection Bill also means to:
- build "spying each other system" in residential areas like war-time "Tonari-Gumi",
- ban anti-war rally and demonstration under the name of maintaining social order,
- Impose going-out prohibition order,
- And to ban walk-out and strike by workers.
In a word, it is the bill for security protection and national mobilization to war.

....LOGISTICS IS THE KEY FOR LARGE-SCALE WAR

Japan government has disclosed its idea to treat public airlines as "Designated Public Institutions", because it is highly practical and urgent among National Emergency Related Laws. They are preparing new Korean War after Iraq War, and supporting air transportation of US army is one of the most important military activities for Japan there.

When US army wages campaign in Korean peninsula, it requires using Japanese islands as the base for logistics. Especially, requisition of airport facilities and airplanes is essential to ensure large-scale campaign for US army. At the time of the Korean War which started from 1950, airports and any other facilities in all over Japan were requisitioned.

In the process of modern imperial wars, typically by USA, aviation, airplanes and airports have big role in it. At the time of the 1st Gulf War in 1991 and Bombing Kosovo in 1999, airport facilities in neighbouring countries functioned as the base for sortie and logistics. At the time of large-scale invasion like Gulf War and Iraq War which require large-scale troops, more than 90% of them have been lifted by private airlines.

It is not just troops but military supplies also. Like the campaign in Korean War in 1950 and Vietnam War in 1960's, nearby big airports became relaying bases and accepted lots of US military charter flights everyday basis in order to send huge amounts of military supplies to battle fields.

How was the Gulf War? US sent more than half a million soldiers to the Middle East, and the scale of back-up logistical support was gigantic. "Half a million" is five times more than total population of Narita city. And they have had campaigns to move all those people together with necessary movables to the opposite side of the globe in a short time.

For example, more than 120 millions of meals were prepared and transported. Five billion litters of oil were used. This is the same amount which is used in Washington DC in the USA for 7 years. Total amount of posts weigh 30,000 tons and this is enough to fill 10 Tokyo Baseball Domes with 2 meters high. And this is just a part of whole logistics in the Gulf War.

....LIFTING LARGE-SCALE WEAPON INCLUDING TANK BY AIR

What is important is that most of the logistics are transported by airplanes nowadays. Heavy matters like tanks and large-scale vehicles are usually transported by ship, but recently, US army started to transport a part of it swiftly by air. The role of airplanes and airports is getting quite important in aggressive war to overseas.

....COMPULSORY MOBILIZATION WITH PENALTY - RAIL, ROAD, HARBOUR...

Why private aviation companies have to be objects of compulsory mobilization under National Emergency Act? In order to understand the answer for this question, we have to face the reality. National Emergency Related 3 Acts aim at particular war on North Korea. Airplanes are requisitioned not for protection of citizen after being attacked, but for transporting half a million of US troops to Korean peninsula via Japan. They need to confiscate private airplanes and airports to do this task, and "Designated Public Institution" is the rhetoric to insist it.

They enacted "Periphery Situation Act" on May 1999 after conclusion of US-Japan New Security Guideline in 1997. According to the Act, even if US army or Japan's Self Defence Force asked private company to cooperate military transportation, what to do is up to the decision of the private company in principle. Besides, even after aviation companies accept the demand to transport ammunition; chief pilot can refuse its loading or flying.

In order to "deal with this problem", Armed Attack Situation Act, one of National Emergency Related 3 Acts, define "Designated Public Institute" (Article 2), and provide that these institutes have duty to obey the compulsory mobilization (Article 6).

Now, with Citizen Protection Bill, authority of chief pilot is deprived by the state. It is the same as it was with Ships Protection Act during war time: once requisition was ordered, power of captain was denied and government official took the command. If captain "hinder exercise of duty", the act said, he "shall serve the sentence of up until 6 month prison". The present bill also has the similar penalty. The ruling class is preparing pre-war type General Mobilization System.

....ALL THE AIRPORT WORKERS ARE OBJECTS OF CONSCRIPTION

With the military mobilization of private aviation company, a whole facility of Narita airport is treated just like military base. All kinds of workers at the airport become objects for conscription. JR railway line running to airport and other major private transportation companies are also treated as "Designated Public institution". This is the reality of the bill which says "Civilian Protection".

We have to organize the protest inside and outside of the airport to refuse any cooperation for war. We should not let them use the airport as US base.

- Refuse load and unload of any military related materials!
- Don't let them use Narita as the base to attack Iraq.
- In solidarity with fighting Korean people, stop the militarization of Narita!
